随着申创世界地质公园工作稳步推进,临夏这方历史悠久、文化灿烂、物华天宝、人杰地灵的热土正在重新绽放光芒,古老与现代、人文与自然、地质探索与文化旅游交相辉映,正成为古河州靓丽的新名片。



过去的五年,是临夏文旅事业跨越发展的五年。全州旅游接待游客人数从2017年的1586.05万人次增长到2019年的2700.5万人次,年均增长34.7%;全州旅游综合收入从2017年的70.34亿元增长到2019年的132.3亿元,年均增长40.4%,旅游人数和综合收入连续4年“井喷式”增长,提前一年实现了旅游百亿元产业的目标。


近两年,受新冠肺炎疫情影响,全州旅游市场各项指标不及预期,接待游客数和综合收入有所下滑,但州委、州政府高瞻远瞩,顺势而为,抢抓国家建设黄河上游生态屏障、“六保六稳”等政策机遇,着力补短板、强弱项、固基础、优环境、树品牌、促开放,大力推进文旅产业全要素、全方位、全季节发展,全州文化旅游业呈现出持续向好的发展态势。



补短板。通过申报临夏世界地质公园,在临夏州内主要交通干道、景点景区、游客集散地旅游指示牌、导览牌367个、新建旅游厕所260座。建成刘家峡至炳灵寺、莲麓镇至莲花山等通往景区道路和长286公里的沿太子山旅游大通道,使西南部山区路网结构更加完善,形成环临夏州旅游公路网线,县域互通、串点成线的旅游体系正逐步建立。推进智慧旅游建设,完成了所有A级旅游景区和博物馆分时预约平台接入工作,均可通过“一部手机游甘肃”临夏版块进行网上预约,建成州级文化旅游大数据平台,实现省、州数据平台纵向贯通和公安、交通等数据横向融通,临夏州内重点景区基本实现了无线网络和电子讲解全覆盖,旅游基础设施大幅度完善。



强弱项。紧紧抓住中央企业助力临夏州产业发展巩固拓展脱贫攻坚成果的重大历史机遇,有的放矢谋划了27个文旅重点项目。华谊兄弟星剧场美好生活综合体、普乐方五色谷文化旅游康养度假区、和政滨河东区文化旅游开发综合体项目、中旅航岛乐园旅游综合体、永靖县黄河三湾旅游度假区等一批文旅大项目、好项目落户临夏州,填补了业态空白,为全州文旅产业高质量发展注入了强劲动力,文旅产业发展基础进一步夯实。



固基础。深度挖掘“旅游+扶贫+乡村振兴”新模式,引导当地居民积极参与乡村旅游开发。积极打造12个临夏地质公园科普社区、12个临夏地质公园科普学校,创建21个乡村旅游示范村,投资2.02亿元,完成410个贫困村村级综合文化服务中心改造提升,46个旅游扶贫重点村建设任务,带动2.2万贫困人口实现稳定脱贫。积极扶持乡村旅游民宿和农家乐发展,全州现有乡村特色民宿21家,星级农家乐达136家,乡村旅游从业人员达9000余人,群众参与旅游业发展,旅游业反哺群众增收致富的构建进一步稳固。



优环境。围绕“让来临游客玩的开心,游的舒心”的目标定位,对标“吃住行游购娱”旅游六要素,推进旅游与文化、体育、商贸、农业、康养等融合发展,积极培育发展生态、节会、红色、体育、研学、采摘、自驾、养生、民俗等多业态旅游。以文化节会赛事活动为平台,举办第七届敦煌行·丝绸之路国际旅游节开幕式、和政古动物化石保护与开发国际研讨会、马家窑文化学术报告会、群星演唱会等节会活动,积极协调承办中华龙舟大赛、十四届省运会、全省冬春季旅游线路推介会、甘肃省沿黄4市州旅游发展联盟第三次联席会议、环青海湖国际公路自行车赛临夏段、全国高山滑雪锦标赛、全省青少年武术锦标赛,文化体育旅游的品牌影响力逐年显现,全州旅游环境进一步优化。



树品牌。炳灵寺世界文化遗产旅游区成功创建国家5A级旅游景区,全州国家A级旅游景区达到28家。2018年临夏州被中国民间文艺家协会授予“中国砖雕之乡”,2019年临夏州被国际旅游联合会评为“最美中国旅游城市”,被《半月谈》杂志社评为“2019中国(区域)最具魅力人气旅游城市”。黄河三峡景区被评选为“2017年度中国人眼中的丝绸之路十佳旅游景区”和“2018年度最具影响力景区”;八坊十三巷“城中村”变身文化旅游新地标的经验做法受到国务院通报表扬,被评选为省级和国家级旅游休闲街区,临夏世界地质公园离申创成功只差临门一脚等等,全州旅游品牌效应进一步集聚,旅游品牌进一步擦亮。



促开放。邀请央视《揽胜河州》栏目拍摄大型纪录片《交响丝路·花儿临夏》,制作《交响丝路·花儿临夏》《最美是河州》《魅力临夏·幸福家园》《筑梦新时代·携手创未来》等形象宣传片;CCTV-10央视科教频道连续播放《花儿临夏·在河之州》宣传片,上海东方卫视拍摄播出了《极限挑战宝藏行·三区三州公益季》综艺节目。邀请中央和省级媒体来临采风采访,开展临夏旅游宣传。在兰州、银川、西宁、西安、厦门、广州、重庆、成都、拉萨、北京、济南等地开展文化旅游资源专场宣传推介活动,客源市场不断拓展。抢抓东西扶贫协作机遇,临夏州25家A级旅游景区景点对厦门市、济南市市民免费开放,有效推动了东西部城市间政策互惠、游客互送、人员互动,使得临夏旅游的知名度和开放度进一步提升。


厚积才能薄发,行稳方能致远,临夏旅游业正朝着首位产业的宏伟目标大踏步迈进


With the steady progress of the creation on Linxia Global Geopark, a hot land with a long history, splendid culture, natural treasures and outstanding people, is blooming again. Ancient and modern, humanities and nature, geological exploration and cultural tourism complement each other, and are becoming a beautiful new signboard.




The past five years we have witnessed the leapfrog development of Linxia's cultural and tourism industry. The number of tourist arrivals in the prefecture increased from 15.8605 million in 2017 to 27.005million in 2019, with an average annual growth of 34.7%. The general tourism income in the whole Prefecture increased from 7.034 billion yuan in 2017 to 13.23 billion yuan in 2019, with an average annual growth of 40.4%. The number of tourists and general income increased on a spurt for four consecutive years, achieved the goal of tourism industry of 10 billion yuan a year ahead of schedule.


In the past two years, affected by the COVID-19 epidemic, the various indicators of the tourism market in the whole prefecture were less than expected, and the number of tourists arrival and general income declined. However, the Party Prefecture  committee and the Prefecture government took the opportunity to seize the policy opportunities such as the national construction of the ecological barrier in the upper reaches of the Yellow River, "stability on six key fronts and security in six key areas", and made great efforts to make up for weaknesses, strengthen the foundation, improve the environment, build brands, widen opening up, and vigorously promote all elements, all-round with the development of the whole season, the cultural tourism industry in the prefecture has shown a sustained and positive development trend.



Weak links are improved. Through the creation of Linxia Global Geopark, there are 367 tourist and guide signs in the main traffic roads, scenic spots, tourist distribution centers, and 260 new tourist toilets in Linxia. The roads leading to the scenic area from Liujiaxia to Bingling temple and from Lianlu town to Lianhua Mountain, as well as the 286 km long tourism channel along Taizi mountain, have been completed, so as to further improve the road network structure in the mountainous areas in the southwest. A tourism road network is formed  around Linxia Prefecture, and gradually establish a tourism system of county-level interconnection and connecting points. We promote the construction of smart tourism, complete the access of time division reservation platforms for all A-level tourist attractions and museums, make online reservations through the Linxia section of "one mobile phone to visit Gansu", build a prefecture-level cultural tourism big data platform, realize the vertical connection between province and prefecture data platforms and the horizontal integration of public security, transportation and other data, and basically realize the full coverage of wireless networks and electronic explanations for key scenic spots in Linxia. The tourism infrastructure has been greatly improved.



We strengthened weaknesses and took the great historical opportunity of State administrated enterprises assisting Linxia Prefecture in industrial development, consolidating and expanding the achievements of poverty alleviation, 27 key cultural and tourism projects have been planned with a clear aim. A number of major cultural and tourism projects and good projects, such as Huayi Brothers Star Theater beautiful life complex, Pulefang Five Color Valley Cultural Tourism and Health Resort, Hezheng East Binhe Cultural and Tourism Development Complex project, CTS aviation Island Park tourism complex, Yongjing Yellow River Sanwan tourism resort, have settled in Linxia, filling the gap in business format, injecting strong impetus to the high-quality development of the cultural and tourism industry in the whole Prefecture, and further consolidating the foundation for the development of the cultural and tourism industry.



Foundation is consolidated. We deeply excavate the new model of "Tourism  plus  poverty alleviation  plus Rural Revitalization" and encourage local residents to actively participate in the development of rural tourism. We actively build 12 geopark communities and 12 geopark schools in Linxia Geopark, create 21 rural tourism demonstration villages, invest 202 million yuan, complete the transformation and upgrading of 410 village level comprehensive cultural service centers in poor villages, and finish the construction of 46 key tourism poverty alleviation villages, so as to drive 22,000 poor people out of poverty stably. Actively support the development of rural tourism home accommodations and agritainments. There are 21 rural characteristic rural tourism home accommodations in the prefecture, 136 star rated agritainment, and more than 9,000 rural tourism employees. The masses participate in the development of tourism, and the construction of the tourism industry feeds the masses to increase their income and become rich further consolidated.



Environment is optimized. Focusing on the goal of "making the coming tourists have fun and comfortable to ", the six elements of "food, accommodation, traffic, travel, shopping and entertainment" tourism are benchmarked to promote the integrated development of tourism and culture, sports, commerce, agriculture, health care, etc., and actively cultivate and develop ecological, Festival, red, sports, research, picking, driving, health preservation, folk customs and other multi-functional tourism. With the cultural festival events as the platform, the opening ceremony of the seventh Dunhuang trip · Silk Road International Tourism Festival, the international seminar on the protection and development of ancient animal fossils in Hezheng, the Majiayao culture academic lecture, the stars concert and other festival activities were held, and the Chinese dragon boat race, the 14th Provincial Sport Games, the promotion of winter and spring tourism routes in the province, the third joint meeting of the tourism development alliance of four cities and prefectures along the Yellow River in Gansu Province, and In the Linxia section of the Qinghai Lake International Road Cycling Race, the national alpine skiing championship, and the provincial youth Wushu Championship, the brand influence of cultural and sports tourism has emerged year by year, and the tourism environment of the whole prefecture has been further optimized.



Tourism brand is built up. Bingling temple world cultural heritage tourism area has successfully established a national 5A tourist attraction, and there are 28 national A-level tourist attractions in the prefecture. In 2018, Linxia Prefecture was awarded the title of "hometown of brick carving in China" by the Chinese Folk Artists Association. In 2019, Linxia Prefecture was rated as "the most beautiful Chinese tourist city" by the International Tourism Federation and "the most charming and popular tourist city in China (region) in 2019" by the magazine China Comment. The Yellow River Three Gorges scenic area was selected as "the top ten tourist attractions on the Silk Road in the eyes of the Chinese people in 2017" and "the most influential scenic spot in 2018".The experience and practice of transforming the "village in the city" of Bafang Shisanhang into a new cultural tourism landmark has been praised by the State Council. It has been selected as a provincial and national tourism and leisure block. The tourism brand effect of the whole prefecture has been further concentrated and the tourism brand has been further polished.



Opening up was promoted. We invite CCTV's "Overview in Hezhou" program to shoot the large-scale documentary "symphonic Silk Road · Hua’er Linxia", and produce image publicity films such as "symphonic Silk Road ·Hua’er Linxia ", "the most beautiful river state", "charming Linxia · happy home" and "building a new era of dreams · hand in hand to create the future"; CCTV-10 science and education channel continuously broadcast the promotional film " Hua’er Linxia ,A city along the river", and Shanghai Oriental satellite TV shot and broadcast the variety show "extreme challenge treasure bank ·Three Regions and Three Prefectures public welfare season". Invite the central and provincial media to gather news and carry out tourism publicity in Linxia. Special publicity and promotion activities for cultural tourism resources were carried out in Lanzhou, Yinchuan, Xining, Xi'an, Xiamen, Guangzhou, Chongqing, Chengdu, Lhasa, Beijing, Jinan and other places, and the tourist market continued to expand. Seizing the opportunity of poverty alleviation cooperation between the East and the west, 25 A-level tourist attractions in Linxia Prefecture are open to the citizens of Xiamen and Jinan free of charge, effectively promoting policy reciprocity, mutual sending of tourists and personnel interaction between eastern and western cities, and further improving the popularity and openness of Linxia tourism.


The tourism industry in Linxia is making great strides towards the grand goal of being the first industry.
