临夏州落实“四强化”做好野生动植物保护工作

3月3日,是第十一个世界野生动植物日,我国的主题是“构建野生动植物智慧保护体系”。近年来,临夏州统筹推进山水林田湖草沙一体化保护与系统治理,以林长制为抓手实行林草资源网格化管理,加快建设野生动植物信息化保护体系,多举措加强野生动植物资源保护,野生动植物种群数量实现稳中有升。据调查统计,目前全州野生动物有43目212科763属1110种,国家重点保护动物11科26属44种;维管束植物有105科416属940种,国家重点保护野生植物13科26属38种、野生木本药用植物10科24属43种、野生草本药用植物52科116属162种。



强化宣传教育,提高保护意识。充分利用电视、网络、头条等各种宣传媒介和宣传形式,在世界野生动植物日、爱鸟周、生物多样性日等时间节点组织开展线上线下宣传活动,提高公众自觉保护野生动植物的意识。


强化执法监督,打击违法行为。建立健临夏州县乡村四级林长制责任体系,充分发挥各级林长、护林员、监管员属地管理、网格化管理优势与作用,持续加强林草资源管护巡护。建立以检察、公安、林草、市监等部门协调配合、信息共享、问题收集、线索移交、联合督导等工作机制,确保野生动植物资源和生态安全。



强化管理措施,提升保护水平。通过建立规章制度、目标管理等措施完善管理体系,全面加强11个自然保护地保护工作。对整合优化后的各级各类自然保护地进行系统布局,建立跨区域监测管理保护网格。加强湿地迁徙越冬候鸟保护工作,设置安全的越冬迁徙通道,丰富种群数量。


强化科学监测,加快体系建设。加强野生动植物重点区域管理和网络监测、对外来物种入侵、本土生物灾害和野生生物疫源疫病防控,科学采取应对措施。严格落实巡查巡护制度,加大对受伤、迷途、病弱野生动物救助力度。2023年全州共救助并放归野生动物13种47只。

In recent years, Linxia Prefecture has coordinated and promoted the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasses, and sands. With the forest chief system as the starting point, it has implemented grid management of forest and grass resources, accelerated the construction of an information protection system for wildlife and plants, and taken multiple measures to strengthen the protection of wildlife and plant resources. The population of wildlife and plants has achieved a stable increase. According to survey statistics, there are currently 1,110 species of wild animals in 43 orders, 212 families, 763 genera, and 11 families, 26 genera, and 44 species of nationally protected animals in the province.There are 940 species in 416 genera of 105 families of vascular plants, 38 species in 26 genera of 13 families of nationally protected wild plants, 43 species in 24 genera of 10 families of wild woody medicinal plants, and 162 species in 116 genera of 52 families of wild herbaceous medicinal plants.



Strengthen publicity and education, and enhance awareness of protection. We make full use of various promotional media and forms such as television, the internet and social media to organize online and offline promotional activities at times such as World Wild Life Day, Bird Week, and Biodiversity Day, to raise public awareness of protecting wildlife and plants.


Strengthen law enforcement supervision and crack down on illegal activities. We establish a four level forest chief responsibility system in rural areas of Linxia Prefecture, fully leverage the advantages and roles of local and grid management of forest chiefs, forest rangers, and supervisors at all levels, and continuously strengthen the management and patrol of forest and grass resources. We established a mechanism for coordination and cooperation, information sharing, problem collection, clue transfer, and joint supervision among departments such as procuratorial, public security, forestry, and municipal supervision, to ensure the safety of wildlife resources and ecology.



Strengthen management measures and improve protection levels. By establishing rules and regulations, target management and other measures to improve the management system, we will comprehensively strengthen the protection work of 11 nature reserves. We systematically layout various levels and types of nature reserves after integration and optimization, and establish a cross regional monitoring, management, and protection grid. Strengthen the protection of overwintering birds during wetland migration, set up safe overwintering migration channels, and enrich the population.


Strengthen scientific monitoring and accelerate system construction. We strengthen the management and network monitoring of key areas of wildlife and plants, and take scientific measures to prevent and control invasive alien species, local biological disasters, and wild biological diseases. We strictly implement the inspection and patrol system, and increase efforts to rescue injured, lost, and sick wild animals. In 2023, a total of 47 wild animals of 13 species were rescued and released throughout the prefecture.
