联合国教科文组织官宣:临夏地质公园成功晋级世界地质公园!

3月27日,联合国教科文组织执行局第219次会议通过决议,正式批准临夏地质公园成为联合国教科文组织世界地质公园。这是甘肃省继敦煌、张掖之后第3个成功获得世界级“金字招牌”的地质公园。



世界地质公园是在联合国教科文组织领导下建立的一种地质公园评价体系,是与世界遗产和世界生物圈齐名的联合国教科文组织的三大品牌之一。它是以其地质科学意义、珍奇秀丽和独特的地质景观为主,融合自然景观与人文景观的自然公园。据悉,在此次联合国教科文组织执行局议上,共批准了18家世界地质公园,其中中国6家地质公园成功晋级。至此,世界地质公园网络成员总数增至213家,分布在全球48个国家,我国世界地质公园数量升至47家。



临夏世界地质公园位于甘肃省临夏州境内,地跨黄土高原干旱区、青藏高原高寒阴湿区两大自然区,公园占地面积2120平方千米。是以白垩纪恐龙足印和晚新生代古动物群为突出代表,以晚新生代地层、北方丹霞地貌和黄河三峡景观为重要补充,并融合当地特色少数民族文化,集地质、生态、文化为一体的综合型地质公园。公园内有地质遗迹79处,人文景观30余处,其中列入世界文化遗产1处,具有世界级科学价值的遗迹点5处,国家5A级景区1处。公园内珍奇而独特的地质遗迹,多样而丰富的人文景观,古朴而浓郁的民族风情,优美而壮丽的自然风光,是科学考察、科普教育、休闲娱乐、领悟多民族文化的首选场所!



为充分发掘和保护利用珍贵的地质遗迹资源,2019年12月,临夏州正式启动申报联合国教科文组织第十一批世界地质公园;2020年1月,临夏地质公园被确定为2021年度中国向联合国教科文组织报送的世界地质公园申报单位;2021年3月,被联合国教科文组织确定为世界地质公园新申请候选地;2023年6月联合国教科文组织世界地质公园评估专家对临夏地质公园进行为期5天的现场实地评估;2023年9月,联合国教科文组织世界地质公园理事会通过了临夏世界地质公园提名认可。



自启动申报创建临夏世界地质公园工作以来,州委、州政府坚持高起点定位、高质量申报、高标准创建,按照世界地质公园申报创建标准和要求,精心谋划、全面部署,强力推进。在国家林草局和省林草局的关心指导下、州县两级、相关部门与申报技术支撑单位密切配合、通力协作,全面完成了世界地质公园申报创建的5大类、220项具体任务,顺利通过了国内推荐申报、联合国教科文组织秘书处完整性审查、教科文组织网络执行局合规性审查、国际地质科学联合会地质遗迹审查、专家现场考察评估、联合国教科文组织地质公园理事会提名讨论、联合国教科文组织执行局会议表决“七大关口”,于2024年3月27日,在法国巴黎举行的联合国教科文组织执行局第219次会议上,临夏地质公园成功跻身联合国教科文组织世界地质公园,为推动全州文化旅游产业高质量发展增添了浓墨重彩的一笔。


  

申报创建临夏世界地质公园,是永续保护和科学开发珍贵地质资源的必然要求,也是推动临夏经济社会高质量发展的现实需要,更是州委、州政府着眼深度开发文旅产业、进一步提升“花儿临夏·在河之州”品牌知名度和影响力,努力把临夏打造成国内乃至国际旅游目的地作出的一项重要工作部署。成功创建世界地质公园,这必将为全州经济社会发展注入新的动力和增长点,为临夏经济社会高质量发展带来“蝴蝶效应”。这也将形成以敦煌、张掖、临夏为重要节点的古丝绸之路旅游经济带,辐射带动全省旅游产业快速发展。让世界感知花儿临夏,向世人呈上大美河州,让临夏更好地走向世界。


On March 27th, the 219th session of the UNESCO Executive Board passed a resolution officially endorsed Linxia Geopark as a UNESCO Global Geopark. This is the third UNESCO Global Geopark in Gansu Province, after Dunhuang and Zhangye, to obtain a world-class "golden signboard".



UNESCO Global Geoparks (UGGp) are single, unified geographical areas where sites and landscapes of international geological significance are managed with a holistic concept of protection, education and sustainable development. Their bottom-up approach of combining conservation with sustainable development while involving local communities is becoming increasingly popular. At the meeting of the UNESCO Executive Board, a total of 18 world geoparks were approved, of which 6 in China have successfully advanced. At present, there are 213 UNESCO Global Geoparks in 48 countries.



The Linxia UNESCO Global Geopark is located in Linxia Prefecture, Gansu Province, with an area of 2120 square kilometers. It spans two natural areas, the arid region of the Loess Plateau and the high cold and humid region of the Qinghai-Xizang Plateau. It is a comprehensive geopark characterized by the footprints of Cretaceous dinosaurs and the Late Cenozoic paleofauna, supplemented by the Late Cenozoic strata, northern Danxia landforms, and the Yellow River Three Gorges landscape. It integrates local ethnic minority cultures and integrates geology, ecology, and culture. There are 79 geological relics and more than 30 cultural landscapes in the park, including 1 World Cultural Heritage Site, 5 sites with world-class scientific value, and 1 national 5A level scenic spot. The rare and unique geological relics, diverse and rich cultural landscapes, ancient and rich ethnic customs, and beautiful and magnificent natural scenery in the park are the preferred places for scientific exploration, popular science education, leisure and entertainment and understanding of multi-ethnic cultures!



In order to fully explore and protect the precious geoheritages, in December 2019, Linxia Prefecture officially launched the application for the 11th batch of UNESCO Global Geoparks. In January 2020, Linxia Geopark was designated as the Global Geopark application unit submitted by People’s Republic of China to UNESCO for the year 2021. In March 2021, it was identified by UNESCO as a new candidate for the Global Geopark application. In June 2023, UNESCO Global Geopark evaluators conducted a 5-day on-site evaluation of Linxia Geopark; In September 2023, the UNESCO Global Geopark Council endorsed the nomination and of Linxia Global Geopark.



Since the initiation of the application for Linxia Global Geopark, the CPC Prefecture party committee and government have adhered to a high starting point positioning, high-quality application, and high standard creation. In accordance with the standards and requirements for the application the Global Geopark, they have carefully planned and comprehensively deployed and vigorously promoted it. With the care and guidance of the National Forestry and Grassland Administration and the Provincial Forestry and Grassland Administration, as well as close cooperation and collaboration between relevant departments and application technical support units at the prefecture and county levels, we have comprehensively completed 5 categories and 220 specific tasks for the application of the Global Geopark. We have successfully passed the domestic recommended application, integrity review of the UNESCO Secretariat, compliance review of the UNESCO  Executive Board, review of geological relics by the International Geological Science Federation, expert on-site inspection and evaluation, nomination and discussion of the UNESCO Geopark Council, and voting of the UNESCO Executive Board at its meeting. The 219th session of the UNESCO Executive Board was held in Paris, France on March 27, 2024. Linxia Geopark successfully become a UNESCO Global Geopark, adding a significant contribution to promoting the high-quality development of the cultural tourism industry in the entire province.



The application of Linxia Global Geopark is an inevitable requirement for the sustainable protection and scientific development of precious geological resources, as well as a practical need to promote high-quality economic and social development in Linxia. It is also an important work deployment made by the CPC Prefecture party committee and government to focus on deepening the development of the cultural tourism industry, further enhancing the brand awareness and influence of "Hua’er Linxia in the river prefecture", and striving to make Linxia a domestic and even international tourism destination. The successful creation of the Global Geopark will undoubtedly inject new impetus and growth points into the economic and social development of the entire state, and bring a "butterfly effect" to the high-quality development of Linxia's economy and society. This will also form an ancient Silk Road tourism economic belt with Dunhuang, Zhangye, and Linxia as important nodes, radiating and driving the rapid development of the province's tourism industry. Let the world perceive the arrival of flowers in Linxia, present the beautiful river prefecture to the world, and make a better Linxia .
